The Ministry of Communities, Territories and Infrastructure Development of Ukraine has announced a massive update to the algorithms of the electronic border crossing queue ("eQueue"). The changes, which came into effect in the summer of 2026, are aimed at accelerating customs procedures, combating abuses, and optimizing traffic at key checkpoints with Poland, Romania, Slovakia, and Hungary.

The "eQueue" system has become an integral part of Ukrainian logistics, and the new rules require quick adaptation from carriers and dispatchers. Let's look at the key innovations.

1. Deep Integration with Customs Databases (CD)

The main technical change is the direct integration of "eQueue" with the databases of the State Customs Service. Previously, a driver could register in the queue "in advance," even before the cargo was actually cleared for export; this is now impossible.

* Automatic Verification: The system allows joining the queue only after a completed export or transit customs declaration (CD) appears in the database.

* Fighting "Ghosts": This innovation eliminates the practice of selling spots in the queue, where unscrupulous individuals booked slots for empty or non-existent trucks.

The list of goods eligible for priority border crossing has been significantly revised and detailed.

* Perishable Goods (Agriculture): Fresh fruits, vegetables, meat, and dairy products are now processed through a separate, accelerated algorithm. Wait times for refrigerated trucks carrying such goods have been reduced by an average of 40%.

* Military and Humanitarian Cargo: Remain outside the standard queue, but their registration has become more transparent due to integration with relevant registries of the Ministry of Defense and the Ministry of Social Policy.

3. New System of Penalties and Cancellations

To encourage carrier discipline, the government has introduced stricter sanctions for manipulating the queue:

* Missing a Slot: If a truck does not arrive at the checkpoint at the designated time without a valid reason, the registration is canceled. Re-registration is only possible at the end of the queue.

* "Blacklist" for Data Forgery: Attempting to enter invalid declaration numbers or manipulate GPS data leads to a temporary blocking of the carrier company's account in the "Shlyakh" and "eQueue" systems for a period of 14 to 30 days.

4. Dynamic Wait Times and Forecasting (AI Optimization)

Thanks to the implementation of machine learning algorithms, the system now predicts the time of arrival at the border much more accurately.

* Accounting for Force Majeure: If there is a breakdown in customs scanners or a strike begins at the border, the system instantly recalculates the time for all trucks in the queue and sends SMS/Viber notifications to the drivers.
