The year 2026 became a turning point for the legislative regulation of the freight transport market. The synchronization of Ukrainian legislation with European Union directives has led to the implementation of new rules that radically change approaches to licensing, technical control, and environmental standards.
New Road Freight Regulations Ukraine March 2026: e-TTN, ADR and CMR Updates

1. Mandatory Second-Generation Smart Tachographs (Smart Tacho V2)
Starting in 2026, all trucks carrying out international transport within the EU must be equipped with smart tachographs version 2.
Functionality: They automatically record border crossings using GPS, as well as the loading and unloading locations.
Control: The EU transport inspection can read tachograph data remotely, without stopping the vehicle.
Consequence: Opportunities for manipulating driving and rest times have been reduced to zero.
2. Environmental Tolls and Bans on Old Vehicles
EU countries have strengthened environmental controls (implementation of the Eurovignette directive).
Toll road costs now directly depend on CO2 emission levels.
Euro-3 and Euro-4 standard trucks faced bans from entering many "green zones" in cities across Germany, France, and Italy.
This stimulates Ukrainian carriers to renew their Fleet, registering new vehicles in the CarGoPro system.
3. Digitalization of Documents (e-CMR and e-TTN)
Paper waybills are becoming a thing of the past.
The electronic consignment note (e-TTN) system has been fully implemented in Ukraine.
e-CMR is actively being implemented on international routes.
It is convenient to manage all electronic documents through the My Orders section, signing them with a digital signature right from the cabinet.
4. Implementation of the EES System at Borders
The Entry/Exit System (EES) replaced passport stamping. Now drivers undergo biometric control at the border, which affected customs clearance times. Dispatchers must allocate additional time for border crossings when planning routes.
Adapting to the new rules requires investment in transport and software, but this is a necessary step for integration into the civilized European market.
